Needs Assessment of the Alternative Child Care Services

The Needs Assessment was carried out within the framework of the Advocacy for Participation to Protect Children’s Rights project funded by the European Union and implemented by EveryChild.

It is the first assessment to evaluate all three types of alternative child care services: foster care, Small Group Homes (SGHs) and Day Care Centers (DCCs). Under the aegis of an ongoing Deinstitutionalization reform, these three services are provided to children lacking parental care by the State, through a number of local and international non-governmental organisations.

The project’s implementing partner - Children of Georgia - conducted nationwide interviews and focus groups with 344 individuals: foster parents and foster care beneficiaries; SGH managers, caregivers and beneficiaries; and DCC managers, teachers, beneficiaries and their biological parents in April-September 2011.

Based on the findings of the Needs Assessment, 11 project partner organizations (EveryChild GeorgiaChildren of Georgia, Georgian Foster Care Organisation, Caritas Georgia, Foundation Breath – Georgia, SOS Children’s Villages Georgia, Child and Environment, Society Biliki, First Step Georgia, Public Health and Medicine Development Fund (PHMDF) and the Young Pedagogues’ Union) jointly developed recommendations focused on systemic/structural, administrative, healthcare, educational, financial and capacity building thematic areas.

The Needs Assessment showed that the service providers and users are in general satisfied with provided services and strongly support their existence in the country. However, they have also noted a range of needs which have to be met to ensure that the diversity and quality of services provided to children is maintained and further improved.

Protect for the Future: placing children’s protection and care at the heart of achieving the MDGs

 A new report authored by Emily Delap (EveryChild’s Global Policy Advisor) on behalf of a consortium of charities: EveryChild, Consortium for Street Children, Childhope, International HIV/AIDs Alliance, International Childrens Trust, Railway Children, Retrak, Save the Children, and Warchild was launched on the 13th of July at the House of Commons, hosted by the All Party Parliamentary Group on Street Children. In advance of the MDG Summit in September, the evidence presented in the report clearly shows that the widespread abuse of children’s rights to care and protection is in part responsible for hindering progress against the MDGs and that more needs to be done to prioritise and protect children.

Speakers at the Launch included Baroness Miller (Co-Chair APPG on Street Children), Nigel Cantwell (Geneva based international child rights expert) and Anna Feuchtwang (EveryChild CEO).

Missing: Children without parental care in international development policy

This report was compiled and produced by the London Head office Staff members in 2009. It is a report warning that failure to keep children in families, out of residential institutions and off the streets, will be another barrier to the achievement of the Millennium Development Goals (MDGs), and condemn a generation of children to a life of abuse and neglect without the support and protection of parents.

Alternative CRC Report

IMPLEMENTATION OF THE CONVENTION ON THE RIGHTS OF THE CHILD IN GEORGIA: AN ALTERNATIVE REPORT

The alternative report on the realization of the Convention on the Rights of the Child was prepared by the Working Group of National and International Non-Governmental Organizations in Georgia with UNICEF support. The preparation of the report was coordinated by EveryChild Georgia.
The alternative report is representative of the views of Georgia’s civil society on the implementation of children’s rights as delineated in the CRC. It was written in response to the third periodic state report on the implementation of the CRC and provides a section-by-section analysis of the state report. Moreover, the report responds to major concerns and recommendations delineated in the Concluding Observations of the Committee on the Rights of the Child written in response to the second state periodic report

Baseline Data Analysis

The baseline study is the first study in Georgia to analyse the reasons for the admission of children into state residential care and the reasons for referrals to statutory social worker services during 2004 to 2006. The research serves as a reference line of the status of child care in the country.

MAPPING OF CHILD CARE SERVICES IN GEORGIA

The information set produced under the EU funded Support to Child Welfare Reform Project provides information on types of services and number of children served throughout Georgia for 2006. The set includes the html-based visual interactive map, the Excel database and Word document with explanations and brief analysis.
